Procurement and Contract Management Manager (CN)

(1 Position)

Job Description

  1. Develop and implement the company’s strategic procurement plan and negotiate contract terms for each procurement project.
  2. Manage the procurement and sourcing process, control the purchase of necessary spare parts for the production process.
  3. Monitor and audit procurement expenses, identify opportunities for cost savings.
  4. Keep abreast of industry trends and new technologies.
  5. Supervise the procurement team, provide guidance and support to ensure departmental goals are met.
  6. Manage the contracting process, plan and execute contracting procedures for various projects, evaluate and select appropriate contractors, prepare contracting documents and agreements, and monitor contractor performance to ensure compliance with contracts.

 

Qualifications

  1. Gender: All genders are welcome.
  2. Education: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or related fields.
  3. Experience: At least 10 years of procurement experience, with a solid background in production and familiarity with industrial spare parts. Experience in the pulp and paper industry will be a plus.
  4. Language Skills: Proficiency in English; knowledge of Chinese will be an advantage.
  5. Computer Skills: Relevant to procurement and inventory management.

Job Description

  1. Oversee all human resources functions, including the recruitment and onboarding of new employees.
  2. Provide advice on employee benefits and perform other HR-related duties.
  3. Develop and implement HR strategies aligned with business objectives.
  4. Manage and foster employee relations by addressing grievances or other issues.
  5. Handle recruitment and selection processes, including issuing employment certifications.

  7. Develop and monitor HR strategies and procedures.
  8. Assess training needs and coordinate learning and development initiatives.
  9. Analyze workforce data and metrics for evaluation purposes.

Qualifications

  1. Bachelor’s degree in Human Resources Management, Psychology, Business Administration, or a related field.
  2. Additional skills in labor law, business management, and human resource development.
  3. Male or female with at least 10 years of experience in HR or related fields.
  4. Knowledge and experience in labor law, employment law, employee benefits, recruitment, employee and organizational development, and employee relations.
  5. Strong leadership and interpersonal skills.
  6. Proficient in basic computer programs such as Microsoft Word, Excel, PowerPoint, or Outlook.
  7. High competence in organizational management and development.
